My Dearest Nitaipada Maharaja, on this most wonderful day of your of your appearance, I struggle to find words which could adequately describe my feelings for you. You are the one I was led to, whom I have not only become fast friends with, but the one whom I trust and love unconditionally. I have taken shelter at your lotus feet, and will diligently follow your guidance, for I know you will never steer me wrong. I pray I will always be your servant, your disciple, and in some small way be pleasing to you and Lord Gauranga. I pray to the lotus feet of Sri Nityananda Prabhu that He will bless you with long life and health so that you may continue your service to Their lotus feet. May your every day be blessed as you continue in the spreading of the cult of Sri Sri Nitai-Gaurahari. I pray my words, thoughts, and actions everyday will be pleasing:

Srimati Radharani continued


In this way, without Radha there is no meaning to Krishna and without Krishna there is no meaning to Radha. Because of this, in the Vaishnava tradition we always pay respects first to the Lord's internal energy in the form of Radha, and then to the Lord. Thus They are referred to as Radha-Krishna, or in other names as Sita-Rama, Lakshmi-Narayana, and so on. In this way, Radha and Krishna are one, but when Lord Krishna wants to enjoy, He manifests Himself as Radharani. Otherwise, there is no energy in which Krishna can attain pleasure outside Himself.

To understand Himself through the agency of Radha, the Lord manifests Himself as Lord Chaitanya, who is Lord Krishna but with the super-excellent emotions of Radharani's love toward Lord Krishna. To fully taste His own sweetness, the Lord accepts the position and emotions of a devotee. Appearing 500 years ago in Bengal, India, Lord Chaitanya propagated the chanting of the Hare Krishna Mantra as the only means to experience Radha's love for Krishna.

The Hare Krishna mantra directs one's attention and devotion to Radha as well as Krishna. Radha is also known as Mother Hara, which is the name Hare in the vocative form within the mantra. So in chanting Hare Krishna, we are first approaching the Lord's internal potency and asking Radha to please engage us in the service of Lord Krishna. Concentrating on Krishna through His names is one form of that service. In other words, it is through Radha that one more easily attains Krishna and service to Krishna. This is the advantage of approaching Lord Krishna through Radharani.

The descriptions of the beauty of Radharani are wonderfully poetic and descriptive. Actually, the residents of Vrindavana care more for Radharani than they do for Lord Krishna. They know that Krishna can be influenced through Radharani. They know that Radha can bring one to Krishna. She is also the compassionate nature of the Lord, and thus more easily approached than trying to reach Lord Krishna directly. And when we read these descriptions of Radha, it is no wonder why they are devoted to Her. For example, it is explained that Srimati Radharani has unlimited transcendental qualities, of which twenty-five are principal

These include:
1) She is very sweet.
2) She is always freshly youthful.
3) Her eyes are restless.
4) She smiles brightly.
5) She has beautiful, auspicious lines.
6) She makes Krishna happy with Her bodily aroma.
7) She is very expert in singing.
8) Her speech is charming.
9) She is very expert in joking and speaking pleasantly.
10) She is very humble and meek.
11) She is always full of mercy.
12) She is cunning.
13) She is expert in executing Her duties.
14) She is shy.
15) She is always respectful.
16) She is always calm.
17) She is always grave.
18) She is expert in enjoying life.
19) She is situated in the topmost level of ecstatic love.
20) She is the reservoir of loving affairs in Gokula.
21) She is the most famous of submissive devotees.
22) She is very affectionate to elderly people.
23) She is very submissive to the love of Her friends.
24) She is the chief gopi.
25) She always keeps Krishna under Her control.

In short, She possesses unlimited transcendental qualities, just as Lord Krishna does. (Ujjvala-nilamani, Sri-radha-prakarana 11-15)

In describing Srimati Radharani, it is also said in the Vidagdha-madhava (1.32) by Rupa Gosvami, "The beauty of Srimati Radharani's eyes forcibly devours the beauty of newly grown blue lotus flowers, and the beauty of Her face surpasses that of an entire forest of fully blossomed lotuses. Her bodily luster seems to place even gold in a painful situation. Thus the wonderful, unprecedented beauty of Srimati Radharani is awakening Vrindavana."

"Although the effulgence of the moon is brilliant initially at night, in the daytime it fades away. Similarly, although the lotus is beautiful during the daytime, at night it closes. But, O My friend, the face of My most dear Srimati Radharani is always bright and beautiful, both day and night. Therefore, to what can Her face be compared?" (Vidagdha-madhava 5.20)

The spiritual exchange of divine love between Radha and Krishna is the display of the internal energy of the Lord, and is very confidential and difficult to understand. No materialist can begin to understand this topic of the relationship between Radharani and Lord Krishna. But the more we awaken our dormant love for God, which is natural state of being for a fully awakened soul, then the more we can comprehend and actually enter into such spiritual loving exchanges.

Who is Srimati Radharani



Srimati Radharani is the Supreme Goddess. She is most always seen with Lord Krishna. It is described that She is the chief associate and devotee of Lord Krishna, and topmost of all goddesses. Her name means that She is the most excellent worshiper of Lord Krishna. However, She is also an expansion of the Lord's energy. Since She is also an extension of Krishna, She is the feminine aspect of God. Thus, in the Gaudiya Vaishnava tradition, God is both male and female. They are one, but Krishna expands into two, Himself and Radharani, for the sake of divine loving pastimes. If They remained as one, then there is no relationship, there are no pastimes, and there can be no dynamic exchange of love. (Caitanya-caritamrita, Adi-lila, 4.55-56)

In the Brihad-Gautamiya Tantra, Radharani is described as follows: "The transcendental goddess Srimati Radharani is the direct counterpart of Lord Sri Krishna. She is the central figure for all the goddesses of fortune. She possesses all the attractiveness to attract the all-attractive Personality of Godhead. She is the primeval internal potency of the Lord."

Srimati Radharani is the source of the other goddesses. Just as Lord Krishna is the source of all other manifestations and incarnations of God, Radharani is the source of all expansions of the energies of God - the shaktis, or other goddesses. Thus, Vishnu, Rama, even Shiva are all expansions of the one Supreme Being, Krishna, and similarly Lakshmi, Sita, and even Durga are all expansions of this Supreme Feminine form of God, Radharani.

It is explained that the beloved consorts of Lord Krishna are of three kinds, namely the goddesses of fortune or Lakshmis, His queens, and the milkmaids of Vraja called the gopis. All of them proceed from Radharani. The Lakshmis are partial manifestations, or plenary portions, of Srimati Radharani, while the queens in Vaikuntha and in Dvaraka are reflections of Her image. The Vraja-devis or gopis are Her expansions and assist in the increase of rasa, or the divine loving pastimes. Among them there are many groups that have various sentiments and moods, which help Lord Krishna taste the sweetness of the rasa dance and other pastimes. (Cc.Adi-lila. 4. 75-81)


Radharani has many names according to Her qualities and characteristics. Some of the names that Radharani is known by include:

Govinda-anandini--She who gives pleasure to Govinda [Krishna];
Govinda-mohini--She who mystifies Govinda;
Govinda-sarvasa--the all-in-all of Lord Govinda;
Shiromani Sarva-kanta--the crown jewel of all the Lord's consorts; and...
Krishnamayi--the one who sees Krishna both within and without.

She is also known as Sarva-kanti, which indicates that all beauty and luster rest in Her body, and all the Lakshmis derive their beauty from Her. Sarva-kanti also means that all the desires of Lord Krishna rest in Srimati Radharani. As Lord Krishna enchants the world with His beauty and charm, Sri Radha enchants Him. Therefore She is the Supreme Goddess. Sri Radha is the full power, and Lord Krishna is the possessor of full power. (Cc.Adi-lila, 4.82, 84, 87-96) Thus, the two are non-different, as the sunshine is nondifferent from the sun, or as the energy is non-different from the energetic or source of energy.

The fourth time was the charm for the so-called "Ritalin bill," signed into law Friday by Gov. Jon Huntsman Jr.

The new law bars schools from forcing parents to put their kids on psychotropic drugs such as Ritalin. The law is the first of its kind in the nation, said Madeline Kriescher, a health policy associate at the National Conference for State Legislatures.

"Utah is pretty much on the forefront of doing that sort of thing," she said. "But New York has a bill right now that's similar in language."

Huntsman had vetoed similar legislation in 2005 and the 2002 and 2006 versions never made it to the governor's desk. This year's measure was virtually identical to the 2006 version, which had added language to clarify topics teachers may discuss with parents, and eliminated phrases banning school personnel from recommending psychological evaluations.

The Utah Board of Education opposed the legislation and urged Huntsman to veto the bill. Members said the board already has a rule prohibiting teachers from pushing medications and worry that replicating it with a law singling out psychiatric drugs would chill communication between teachers and parents.

It was those concerns that drove Huntsman's 2005 veto.

"This is a great bill. There are way too many kids on psychotropic drugs," said the Senate sponsor, Sen. Chris Buttars, R-West Jordan.

The reason for the bill's success this year is simple, Buttars said. "The governor told us the problems he had with the bill and we corrected them and he signed it."

More than 100 lines of text in the new law outline what teachers may and may not say to parents regarding children's behavior and possible psychiatric solutions. It says school personnel can't keep kids out of school or report parents for child abuse simply because parents refuse psychotropic medications.

No teacher who reads the law, Buttars maintains, would fear repercussions from discussing a student's needs with parents. Buttars said the law allows teachers to recommend a professional evaluation for a child, but not medication. "They can't say, 'We think he should be on Ritalin.' ”
Though supporters of the law cite anecdotes of school personnel strong-arming parents to drug their kids, numerous state and national officials say they've not heard a single such case.

Have hyperactive kids been misdiagnosed with ADD?

The psychiatrist who identified attention deficit disorder - the condition blamed for the bad behaviour of hundreds of thousands of children - has admitted that many may not really be ill.

Dr Robert Spitzer said that up to 30 per cent of youngsters classified as suffering from disruptive and hyperactive conditions could have been misdiagnosed.

They may simply be showing perfectly normal signs of being happy or sad, he said.

'Many of these conditions might be normal reactions which are not really disorders,' he continued.

Dr Spitzer developed the bible of mental disorder classification in the 1970s and 1980s, which identified dozens of new conditions including ADD and obsessive-compulsive disorder.

Since then hundreds of thousands of children have been diagnosed with ADD, a behavioural disorder linked to poor attention span, and ADHD, which adds an element of hyperactivity.

The disorders describe disruptive and restless behaviour that results in children having difficulty focusing their attention on specific tasks. ADHD is most commonly noticed at the age of five, and as many as one in 30 British children is said to have it.

It is often treated with drugs, with Ritalin being the most commonly prescribed.

Some scientists say ADHD is a genetic disorder that does not disappear with adulthood.

But sceptics believe the diagnosis is a 'biobabble' label, which has evolved from a soundbite culture that is too prepared to medicalise anti-social human traits.

Dr Spitzer, professor of psychiatry at Columbia University in New York, now says the classification led to many people being diagnosed as medically disordered when their mood swings and behaviour were simply normal feelings of happiness and sadness.

In a BBC2 documentary series The Trap, which begins on Sunday, he says that between 20 and 30 per cent of mental disorder diagnoses may be incorrect.

His admission comes as figures show that the amount spent by the Health Service on drugs to treat ADHD and similar disorders in children trebled to £12 million in just five years, from 1999-2003.

Almost 400,000 British children aged between five and 19 are believed to be on the drugs - despite doctors' fears about side-effects.

That is the equivalent of every child in Britain each taking more than four doses of the drugs every year.

NHS guidelines recommend drug treatment for the most severely affected, although there have been reports of cardiovascular disorders, hallucinations and even suicidal thoughts.

There have been at least nine deaths reported to the UK's Medicinesand Healthcare products Regulatory Agency since Ritalin became available in the early 1990s.

But Dr Spitzer, who chaired the taskforce that compiled the international Diagnostic and Statistical Manual of Mental Disorders, said he is less concerned by wrong diagnoses and possible side-effects from drugs, than failing to prescribe them where needed.

'By and large the treatments for these disorders don't have serious side effects,' he told the Times Educational Supplement.

'I mean, some do, but they're not that serious, whereas the failure to treat can often be very hard on the child and on the family.'

He acknowledged that some parents put pressure on doctors to diagnose ADHD and obsessive-compulsive disorder, and prescribe drugs.

'We don't know to what extent that's been happening inappropriately,' he added.

Ian Graham, headmaster of Slindon College, an independent boys' boarding school near Arundel, West Sussex, has 20 out of 100 pupils
diagnosed with attention deficit disorder and a few more with related diagnoses such as oppositional-defiant disorder.

About 17 of the boys are prescribed drugs including Ritalin, while the remainder have their condition controlled through diets that exclude chocolate, sweets or gluten.

The school also employs therapy techniques, and the old-fashioned tactic of getting pupils to run off their energy in outdoor activities.

Mr Graham said: 'I've never met a parent who is happy with the medication. They would all prefer not to use them, but to a man and woman, they all say they can't believe the change in their sons' ability to concentrate in lessons.'

Company Accused of Improprieties in Marketing Risperdal

The Texas attorney general says TMAP was just one part of an elaborate marketing scheme to increase psychotropic drug sales.

The Texas state attorney general joined a whistleblower lawsuit this past December accusing the pharmaceutical and consumer goods giant Johnson and Johnson inc. of exaggerating the benefits and minimizing the known adverse effects associated with its second-generation antipsychotic Risperdal (risperidone), marketed by subsidiary Janssen L.P.

The suit further alleges the company and its subsidiaries "improperly influenced" at least one Texas state mental health program official through the payment of "substantial financial contributions" aimed at ensuring a preferred position for Risperdal during the development and implementation of the Texas Medication Algorithm Project (TMAP).

The lawsuit was originally filed in 2004 by Allen Jones, a former employee in Pennsylvania's Office of the Inspector General (OIG). as an OIG investigator, Jones had investigated allegations of impropriety during Pennsylvania's efforts to implement PENNMAP, a slightly modified version of TMAP.

As a result of Johnson and Johnson's alleged improper influence of state officials through illegal payments of significant sums of money, the lawsuit claims that Risperdal became a widely prescribed "preferred" first-line medication in the TMAP and PENNMAP algorithms for the treatment of schizophrenia.

To assure Risperdal a first-line spot in the algorithms, the suit alleges that Johnson and Johnson overstated Risperdal's effectiveness in treating patients with schizophrenia and downplayed the drug's side effects. The suit states that the company also manipulated data collected during development of TMAP, so that Risperdal would appear to be more effective and safer than it actually was.

As a result of Risperdal's preferred position in TMAP, the state mental health and Medicaid programs were said to have paid "dollars per pill" for Risperdal when it could have paid "pennies per pill" for generic first-generation antipsychotics that were equally effective.

Neither Johnson and Johnson nor Janssen responded to inquiries by Psychiatric News for this article.

Texas Attorney General Greg Abbott was quoted by the Austin American-Statesman newspaper as saying, "We believe Texas has been defrauded of some money, and we're going to be looking to get our money back."

Stephanie Goodman, a spokesperson for The Texas Health and Human Services Commission, defended TMAP's development and implementation. The TMAP algorithms, she said in a prepared statement, are "firmly grounded in the latest research and science."

The central issue in the lawsuit is the pharmaceutical company's alleged improper involvement in the development and implementation of TMAP.

Developed in 1997, TMAP is composed of a series of flow charts that lead physicians through evidence-based decision trees to help them determine which psychotropic medication is most appropriate for patients with specific mental illnesses (Psychiatric News, August 6, 2004). As a result of a series of consensus conferences that included noted experts in each field, separate TMAP algorithms were developed for adult patients with schizophrenia, bipolar disorder, and depression.

After the adult algorithms were completed, Texas state employees began development of the Texas Children's Medication Algorithm Project, which the lawsuit alleges was also unduly influenced by Johnson and Johnson.

Development of TMAP cost the state of Texas a reported $5.6 million; however, the Robert Wood Johnson Foundation (founded by a Johnson family member and a former comapny executive) gave the state $1.8 million in the form of "unrestricted educational grants" toward the development of the algorithms.

In addition to those grants, the lawsuit alleges, Johnson and Johnson improperly influenced an unnamed "Texas mental health program decision maker" by paying that individual to promote the placement of Risperdal as a first-line medication in the TMAP schizophrenia algorithm.

Johnson and Johnson allegedly also paid the state official to further promote the TMAP program by funding trips to various states, including Pennsylvania, to promote the adoption of TMAP. As a result of those activities, the suit claims, 16 other states, in addition to Texas, formally adopted TMAP or a closely related version of the algorithms.

The lawsuit asks for a jury trial. No trial date has been set.

What TeenScreen Doesn't Want You to See

In the interest of finding out what the heck was going on in our local school district regarding the possible invasion of the child suicide screeners - TeenScreen, I submitted a public records request to the Kenosha Unified School District. Joe Friday's "Just the facts, Ma'am" was the approach I wanted to take.

The public records showed that the school district social worker, Joe Kucak, was working in lockstep with the suicide screeners. The frantic Kucak, worked as if the local TeenScreen battle had national significance, as if TeenScreen was fighting for its last breath of air. Kenosha was the focus and Kucak was on stage. He spent a still undetermined amount of time soliciting letters to support the screeners, to little avail. Kucak worked like a pharmaceutical sales rep closing in on the last Zyprexa sale of the month to ensure a bonus. Luckily Kucak failed as the school board told him "NO!" like a parent scolding a child who stepped off the curb without looking both ways.

One of the public records I obtained, an e-mail, originated from TeenScreen's NYC headquarters. Christina Carro, "Program Coordinator" had written to Kucak. That particular e-mail had an attachment entitled: "Responding to Critics of Mental Health Screening". Ms. Carro instructed Kucak "We would recommend using this document as something for your own reference, but wouldn't recommend distributing it to the general group".

I guess we shouldn't feel too left out. They also left off a nation of home schoolers, the snickering non-psychiatric medical community and the rest of the peoples of earth of every race, color and creed!

The only people I see rooting for TeenScreen are NAMI, (funded by pharmaceutical companies), a few mental clinicians who see suicide screening as a possible lucrative career step, the few who have been duped and the pharmaceutical companies playing puppeteer.

Maybe us unlisted Kenoshans can write to Christina Carro at TeenScreen's NYC headquarters and ask what we have to do to get on the TeenScreen critic list!

Responding to Critics of Mental Health Screening

INTRODUCTION
The release of the final report of the President's New Freedom Commission on Mental Health and the passage of the federal Garrett Lee Smith Memorial Act are just two recent events that have resulted in greater public attention being paid to mental health programs for youth. The increased visibility of mental health screening in particular has resulted in organized opposition against screening programs, including TeenScreen. The groups that have organized these attacks have attacked psychiatry and other mental health organizations for years. They have turned their attention toward screening because of the positive attention mental health screening has received and the rapid growth of programs like TeenScreen.
In the following pages, we will outline for you the primary organizations responsible for these campaigns and what you can do to set the record straight whenever you learn of misinformation related to mental health screening, through letters to the editor, meetings with school and community leaders, and educating parents.

ANTI-SCREENING ORGANIZATIONS
A number of organizations who promote misinformation about the TeenScreen Program have an established anti-mental health agenda. The most prominent example is the Citizens Commission on Human Rights (CCHR), the advocacy arm of the Church of Scientology. Followers of Scientology, as we know thanks to Tom Cruise's interview on the TODAY Show, are anti-psychiatry and oppose treatment for mental health problems. Representatives and leaders of this group maintain that there is no scientific basis for psychiatry, that DSM diagnosis is purely subjective and that the TeenScreen Program is a front group for the pharmaceutical industry.

PsychSearch.net, run by a member of the Church of Scientology, is one of several fringe Web sites that are anti-psychiatry in nature and circulate a great deal of anti-screening material, including a section devoted to TeenScreen and an on-line "petition" stating their opposition to the TeenScreen Program.

Other groups, such as EdWatch, are opposed to mental health screening on the grounds that screening will lead to over-prescribing of psychiatric medication and interfere with the rights of parents to make decisions about the medical treatment of their children. Screening is not their only focus: EdWatch also distributes information about the dangers of Head Start and other school-based programs. In its mission statement, the group states that the federal government's involvement in the educational system undermines the free-market economy and that education should meet the needs not only of families and schools, but also businesses.

There are also a number of conservative organizations that are opposed to any mental health screening in schools: The Eagle Forum, Concerned Women for America and The Rutherford Institute all claim to object to screening in schools for similar reasons. They believe the screening process will override parental rights. They also worry that if a child screens positive, that child may be forced into a treatment that is not consistent with the parent's values. Interestingly, while these groups maintain that they oppose mental health screening in public schools on the grounds that it is an infringement of the rights and privacy of the family, all three organizations signed a CCHR "Pledge to Children and Families" in 1995 which stated,"We pledge to eliminate… all dangerous and invasive psychiatric/psychologically-based programs assessments, and test from our schools, and funding thereof" Such a pledge contradicts their claims about fighting for parents rights, as the elimination of mental health screening programs from schools takes choice, opportunity and these rights away from parents.

Many of these groups are using misinformation, and in some cases gross distortions, about the TeenScreen Program to build support for opposition to screening in particular and mental health programs for youth in general. For example, some of these groups claim that the federal government is calling for mandatory, universal mental health screening without parent consent of all of our nation's children. This simply is not true. They like to claim that the TeenScreen Program does not require parent consent, despite the fact that we make all of our parent consent forms readily available, including placing them on the TeenScreen Web site. In other cases, these groups have claimed that screening leads to labeling children and forcing them onto medications, despite the fact that the TeenScreen Program does not diagnose youth and refrains from making treatment recommendations. These groups also contend that the TeenScreen Program is a front group for the pharmaceutical industry, despite the fact that the National TeenScreen Program has never accepted funding from a single pharmaceutical company.

It is important to note that some groups, including a number of parent organizations, have legitimate concerns and questions about mental health screening. It is very important to address these legitimate requests for information and make certain that every parent in your community who is offered the opportunity for their child to participate in TeenScreen can speak to you and have their questions answered.

CAMPAIGN TACTICS

As the anti-screening groups attempt to promote their own agenda, some of their representatives may attempt to reach out to your screening program or others in your community in an effort to raise concern about mental health screening. We have found that being prepared for such events makes such outreach less stressful and easier to handle. Below we have listed common tactics anti-screening organizations typically use to try to dissuade local TeenScreen programs from continuing their screening efforts:

Letters. To you. To the local school board. To area school principals. To the local paper. To anyone who will listen. Often times, these letters, sent through the regular mail and via e-mail, are from a "concerned citizen" who in fact lives thousands of miles away. Or, if they are from your area, they do not even have a child who is eligible to participate in the program or they may not even be a parent at all. In cases like these it is important to point out that these individuals clearly have their own agenda, and are using your screening program to make a larger statement about their views of mental illness. Such cases also underscore the importance of building community support for your screening program early in the site development process. Individuals who have already been informed about your screening program will be less alarmed should they receive such a letter.

Requests for Information. In an attempt to obtain documents that are proprietary (such as the screening instruments provided by Columbia University) or to redirect your attention from your screening program, some individuals will pretend they are a local parent and request a variety of materials for their reference. In this case, it is important to verify whether or not they are in fact the parent of a youth who has been offered the opportunity to participate. In other situations, some groups will go so far as to issue a formal request for your program information. In the next section we will review in greater detail how to handle both types of requests.

Attending Local Meetings. If you live in an area where there are individuals who do not support your program, do not be surprised if they make their presence, and their opinions, known at local community forums, such as school board meetings or town hall meetings. Again, being prepared to address their concerns can defuse the situation and reaffirm community support for your program.

Web Sites and Blogs. Much of the actual information proliferated by these groups remains on their own Web sites and Web logs, or blogs. It is when members of your community find these sites (or are led there by an anonymous e-mail message) that the information these groups disseminate becomes problematic. It is important to familiarize yourself with their major arguments against screening so that you can address the concerns of your supporters and members of the community at-large.


HOW TO RESPOND

These campaigns of misinformation are designed to stir up fear, confusion and outrage. What's more, their efforts are part of a larger attack to discredit all mental health programs and confuse families about what (and who) to believe. They encouraging news is that the truth is on our side, and their efforts can easily be countered with facts and research supporting the TeenScreen Program.

Responding to Letters and Misinformation in the Media.

Let's consider the letters that a number of TeenScreen sites and members of their communities have received from anti-screening organizations. Often times, these letters come from outside your community. We have found that a small group of people are contacting screening sites throughout the nation, falsely identifying themselves as a concerned community member, parent or student. The first thing to do when this happens is determine if the person writing letters is actually a parent, student or member of your community. It will be very important to point out to recipients of such letters that these are interlopers who are trying to influence what your community has chosen to do to help youth, based on their beliefs, not those of your own community members. It is equally important to obtain a copy of the letter so that you can address any misinformation included in the letter.

For example, if a school board member in your community receives a letter from Clearwater Florida (the headquarters of CCHR) that states you are screening youth without parent permission and diagnosing them at school, it will be very important to assure this person that this is not true. Sharing basic program information with them, such as the facts and figures included in the key facts document which can be found on page 6, and a copy of the parent consent forms you use will go far to assure them that your program respects the rights of parents and is acting responsibly.

If such a letter gets into the mainstream media, or if an opponent to mental health screening is interviewed for a story in your local newspaper, there are two strategies that you can employ to counter their arguments. First, contact the reporter that wrote the story and point out to them the inaccuracies in the story. The second thing you can do is write a letter to the editor, in which you can outline what the TeenScreen Program is – and what it is not. When writing such a letter, a good place to start is the sample letter we have provided on page 7 of this handout.

Responding to Requests for Information

Parental Request For Information

It is very important to answer every legitimate request for information that comes from a local parent. The federal Family Educational Rights and Privacy Act (FERPA) requires that in every school-based screening program, if a parent wants information about his/her child's screening results, he/she must be given the opportunity to review the student's responses and the questions should be presented, read and/or explained to the parent. Please note that:

FERPA does not require that copies of screening records be provided to parents.

Sites cannot provide a physical copy of the screening instrument to parents since all of TeenScreen's instruments are copyrighted.

Parents may take notes on their children's responses.

TeenScreen recommends reviewing the clinician's overall impression with parents, rather than the instrument results only, to help parents fully understand the screening process, results and clinical recommendations.

Public Records Request
If at some point you receive a more formal request, also known as a "Public Records Request", from an anti-screening organization, there are specific guidelines that your National TeenScreen Program Coordinator can explain to you, that will help you through the process. Important points to remember:

After you receive such a request, alert the leadership at your school/organization to the potential for criticism of your screening efforts and proactively provide accurate information about the TeenScreen Program.

Inform all school/organization staff that all inquires regarding the TeenScreen program should be fielded by your local program coordinator. This ensures that accurate information about your program will be conveyed. Be sure to alert secretaries and support staff as well as program staff and/or faculty.

It is best not to engage in a discussion about the merits of screening. These people have a specific agenda and may manipulate your response to their advantage.

You may share TeenScreen Program materials such as consent forms when they are requested or demanded by others citing your state's public record request laws. Please note, however, that TeenScreen's screening instruments are proprietary and cannot be shared with anyone outside of your screening team under any circumstances.


Responding to Anti-Screening Sentiments at a Public Meeting.

You obviously cannot prevent individuals with an anti-mental health agenda from attending public meetings, but you can prepare to address their concerns! In doing so, you will also be well-prepared to answer legitimate questions about your screening program. As something new to many people, questions naturally arise about mental health screening, and members of your community will look to you to answer their questions.

If you do encounter an opponent to screening at a public meeting or forum, take that opportunity to immediately correct any misinformation that is presented. Invite additional questions about the program from other meeting attendees, so that they recognize that you, not the screening opponent, are the correct source of information about your local TeenScreen Program. Finally, you should invite attendees to visit the TeenScreen Web site, where complete and accurate program information can be found.

Responding to Information on Anti-Screening Web Sites and Blogs

The vast majority of information disseminated by groups with an anti-mental health agenda remains on their own Web sites and blogs. While we cannot stop them from posting inaccurate information to these sites, or sending e-mails to communities inviting the public to visit these sites, we can prepare ourselves and our communities for encounters with such information. The TeenScreen Web site, particularly the "Setting the Record Straight" section of the site , is very helpful when responding to critic's false assertions about mental health screening and the TeenScreen Program. Being proactive and arming yourself with information about screening opponents is also important. If you are aware of these groups and their tactics and can help explain their agenda to a concerned member of your community, they will feel secure about your confidence and knowledge of the program.
